I am ok with conjurer variant Abrupt Jaunt from PH2. Did Kastagard-the-Magnificent he have a familiar in the past?
A Reincarnated (druid spell) wizard that got negative levels after fighting a vampire could fit the profile. Is there a particular type of elf? Regular High Elf? Grey Elf? Wood Elf? Wild Elf? Aquatic? Does he actually even speak elven? If you wanted, for example, I could have you not even know elven language but the innate stuff like detecting secret doors, revere instead of sleep and having innate skill with racial weapons I cannot waive. As an ex-human you would also lose the bonus human feat, bonus skill point and human multiclassing.
In exchange for being an elf who would not be able to speak elven at least until after leveling (if you want to go that route) I will allow an extra spell level 1 or 2, in your spellbook you are rebuilding (you can already 'know/remember' the spell -even level two- you just can't memorize a level 2 spell till you reach the proper class level). (Your old spellbook got blasted apart and from the burned pages you were able to reconstruct the start of a new one.)Is this something you want to go with or something different?My option is you would be meeting the others at a rest stop on the Dry Road.

Be careful what you wish for.Unlike FR, Drow are rare in Greyhawk . So rare In actual gameplay over last 10 years I only encountered one (and that was in the busy streets of Sulward). Therefore, I deem Drow so rare here in the CORE/Greyhawk that the mostly human population in Zeif thinks its an Elf with a really good tan. However, if someone is a sage, bard, paladin or or course an elf that encounter will be hostile. With other elves you encounter will have a very hostile reaction at best. Not knowing elven language when they start screaming and hissing at you with bared blades? PRICELESS! Makes my AGM heart go pitterpatter. The encounters just write themselves.
I would still do it with an ECL+2 for you but I add not every other GM will pick up your character for other adventures if you want to go drow.

80 point buy and starting gold 120 gpYou are a level 1 class and hd with an ecl+2 You are a newbie that will need 6000xp to level and have itsy bitsy hitpoints. I suggest you use them wisely.
You landed by the roadside in your birthdaysuit (a'la The Terminator) with a spellbook held strateigicly in front of you and perhaps a holy symbol of (insert deity here). You will be near a great tree and a huge rock beside a well traveled road out in the middle of an empty dry grassland as far as you can see. You won't know what part of the world you are at.
You aquire the basic gear (backpack, flint/steel,torch, 5 days rations, waterskin and change of clothes) by scaring the Yeesus out of someone. You got up and went in the dark towards the light where someone was holding a Light spell cast on a stick. That someone was a terrified half-elf who, once he got a good look at you, went from terrified to horrified. He ran and jumped on his camel and took off into the darkness. He never came back.
The clothes you have for free are the change of clothes the half-elf left in his backpack. Unbleached cotton belted robe, pants, sandals, cape (warm weather) and turban. One thing though. They are sized for a half-elf so they run a little large on you. (the sandals are a good fit. He must have had small feet.)
You will also find 120 gp in a sack. You can buy basic gear for your character at char creation by deducting coin for other' items 'found' in the backpack.
After you create your character and we are all set I will roll to see if you have a know(arcane) check adequate to know what a Drow is (dc 11) and what abilities they have (dc13). In fairness you can't try to use these until you know they are doable.(Know Arcane instead of know local because your AGM is not a sadist to burn skill points in know local!)
Knowing you have them is different from knowing the trigger. Spell-like abilities will be Encountered like wandering monsters. You may inadvertently cross your eyes and clench your jaw a certain way and suddenly cast farie fire. After that you will know how to use it.
