Zoya, I'm glad you enjoy playing through the "growing pains" phase of PCs. I quite often do too. However, and this is a point that many GMs (online and in RL) don't seem to get - I AM completely capable of defining a high level character without having played the low-levels. Keep in mind, even when we're playing 1st level PCs, we're already taking several years of adolescent development for granted. It's not that much of a stretch (for me at least) to fill in the time it takes to gain a few levels as well. The whole key is deciding how much imagination vs. actual RP you want in this process.

As for separating this into a separate board, I just don't understand why, even if we decide this isn't a mainstream option, complete segregation is necessary. Part of the attraction of CORE (for me) is the ease of access to a lot of different moderators and players all in one concise area. By adding another tier of boards, that ease is lost and I think we lose some of the charm.

Case in point, we don't ship MPCs off to other places. We certainly, if necessary, could set up some way of highlighting the "fastforward" PCs from the "regular" PCs. But what still hasn't been stated why/how the "fastforward" PC would run over "regular" PCs. I'm not talking about playing a 10th level "fastforward" PC with 4th level "regular" PCs. I'm talking about playing PCs together that should be played together.

And keep in mind, even if allowed, moderators and players still would have a choice. Moderators would have complete control over whether they'd allow "fastfoward" PCs and players could decide whether they'd want to play in such an adventure.

It's not about making anyone do anything (we're not). It's not about being unfair (if it even is). It's about providing another viable RP opportunity which may make players and moderators at CORE happy.
