Silverback: largely, the unfairness is the fact that there are no existing tenth level characters on CORE. The newcomers would be able to smash everybody else's heads in(and, if evil, they probably would).

I agree with Hibisca. A new board would be good and 10th level characters wouldn't be restricted by whether the players and/or GMs in the area didn't want a 10th level character. We could use the Greyhawk setting or another one and send all the new high-level characters there, but also give players the option of starting below 10th. I would love to play a 10th level wizard who is exploring the world beyond that which most people see and a 5th level rogue turning to the path of the assassin, even if the max starting level is 10 and I'm surrounded by munchkins. Many players would choose lover starting levels: they might want a character to be played during a major stage of his development and not have to work up to there from first.
