Some people like starting out at higher levels and roleplay it really well. That's why I think we should start a new board for it, instead of letting the uber-characters mingle with those who were forced to start at level one. Munchkins on the new board would be just as rejected as they are elsewhere, while new players of <10th level would be conciously taking the risk that their character get killed by a stronger one. Nobody would have any basis for complaint. Players create characters at high levels for tabletop games, too, so the new board would just be like that, only I think they should have the option of 10th level or lower. As I said, I would create a character of lower than 10th level, and likely others would too.

In fact, my first two characters would be the ones I mentioned. My rogue would be able to be slain instantly by a 10th level character, but I don't care. I'd play him anyway. The people who truely love munchkinism don't really love the game and would probably quit anyway due to the pace of pbp gaming. There are some awesome roleplayers on CORE who would not go munchkin if they were given a level 20 character.
