The only light from the inn is a low burning fire in the fireplace and a lantern Olmas lights. The only other light sources are the two lanterns. Together, these sources don't create very much light. Then, there is the storm. The premodern world was a very dark and dimly lit world. If you ever go out on a moonless night in the country away from the ambient light of any nearby city, you will understand. It is really dark! Regarding the rules, the DMG places many penalities on movement, visibility and combat during a storm. There is a chance for lanterns to extinguish, however I'm not using the rule and some of the other rules because it would really make the battle hard and cumbersome. I've made the issue of light and vision prominent through the thread and will continue to do so.
